A Statement from Associates of Stalin K and the Video Volunteers Network
April 2026
{This is the translated version of the original statement which is in Hindi below}
We would like to place on record our deep gratitude to all organizations and individuals who have partnered with the Video Volunteers Network, and in doing so helped our network to carry out the mission of empowering voices of marginalized communities. Thank you!
This statement is addressed to those organizations and individuals who are considering to partner or collaborate with the VV Network or with Stalin K.
Who We Are
We are a group of feminist women and men who are associated with the VV Network and know Stalin very well. We are Community Content Creators (CCs), former staff members, current consultants, or work with associated organizations. And most importantly, some of us are members of the Advisory Council of the VV Network.
Most of us have been associated with VV Network and Stalin K for 10–15 years. Most of us come from communities that have faced caste, gender, and religious discrimination and violence. We bring these lived experiences into our work every day as we document injustice, empower the voices of our communities and mobilize them to bring about change.
Most of us are grassroots workers who work closely with communities, often in difficult and risky environments. Many of us are also part of wider social movements, trade unions and networks across the country, including NAPM, NBA, and PPSS. Our work, and approach to life, is guided by the principles of social justice and human rights.
Why We Are Writing
In late 2018, allegations were made against Stalin K. Two independent processes were undertaken: an external investigation commissioned by the VV Board, and an investigation by the Local Complaints Committee (LCC) at the District Collector’s office in Goa mandated under the POSH Act.
Both the investigations found no evidence of inappropriate acts or sexual harassment, coercion or intimidation on his part. Both processes separately dismissed the allegations after very thorough investigations in July 2019.
The first thing the organization did after Stalin rejoined the office in July 2019, after stepping away for 10 months, was to transparently share the investigation processes and findings with the whole network. At an in-person meeting and virtual meeting soon after, Stalin calmly shared his experiences, addressed all our concerns and questions patiently and did not have a single disrespectful thing to say about the people who had made the allegations. Each of us was free to decide whether to continue with VV Network. Over 200 people, including 115 women, who were associated with the Network at that time accepted the findings and chose to continue their association with VV and Stalin. The handful of people who had chosen to leave had done so before the results of the two investigations.
Despite this, negative perceptions and “cancels” have continued in some spaces, often based on partial information circulating online. Most of these cancellations have taken place without engaging Stalin who had gone through two rigorous investigations and without engaging those of us who were part of the Network at the time or were part of the investigation processes.
We had hoped that time would allow the facts to speak for themselves. But we know that some organizations have been compelled to distance themselves from VV or themselves face cancellation.
We are writing now because these perceptions and cancelling continue to affect not just one individual, but the entire network and the communities we work with. So, if you are in the process of deciding to work with the VV Network, and are carrying out your due diligence, we request that you kindly consider this statement as well.
On the Investigations
A claim that has circulated on social media is that the independent external investigation commissioned by VV’s Board was not done properly. We want to address this directly, because many of us were interviewed as part of that process and are witnesses to it.
The investigation, led by two women – one of whom was a lawyer practicing in the Supreme Court of India, was thorough, detailed, and conducted with sensitivity to the complainants. The investigating team asked serious questions, applied rigorous lines of inquiry, and spoke with many of us across the organization. That investigation took about 200 days! We can say with certainty that it was not superficial. The two people who spread the claim on social media that the investigation team did not do a good job were, at that time, working in VV. No one else in the organization shared that view.
A couple of people had commented on social media that the Local Complaints Committee (LCC) was unduly influenced. This is far from the truth. Some of us were called in by the LCC as witnesses and we can attest that this was not the case. It is important to note here that only one person had taken her complaint to the LCC. The rest conducted the trial only on social media. The LCC took more than 240 days to investigate instead of the mandated 90 days, indicating the depth of the process. The LCC found the allegations to be baseless and ultimately dismissed the case. To our knowledge, this decision was not appealed by the complainant.
It is pertinent to note that a concerted campaign was going on within the Network when the allegations were made and investigations were ongoing. Many of us had to suffer that campaign: Many CCs were contacted — including some of us who have signed this letter — in an effort to silence us, dismiss our experiences, and put down our questions. We were provoked to make false allegations against Stalin. Our stand against media trial and insistence on due process was ridiculed as anti-feminist. They have continuously attempted to belittle our own understanding of gender justice. In other words, they are not willing to grant us our own intelligence and lived experience. In personal conversation with us they would claim that they respect our individual on-ground activism and yet their attempts are to bring the whole Network down.
From our position as participants and witnesses, we did not experience either of the two investigations as compromised. 200-plus people in the network at that time — all of whom have worked very closely with Stalin – were satisfied with the investigation process and its findings.
At the same time, we recognise that trust in such processes can vary, and we remain open to dialogue on these concerns.
The Impact of “Cancellation”
When VV is distanced from or excluded, it does not affect just one individual. It affects a network of more than 200 people who have not been accused of any wrongdoing.
Our work focuses on issues such as violence against women, caste discrimination, land rights, and access to welfare. Each year our work covers issues of 22 million people, and the solutions work we do positively impacts about 4.2 million people. Decisions to disengage with VV or Stalin have real consequences for the communities we serve.
VV has always functioned through collective leadership. During the period when Stalin stepped away from work for 10 months, the network continued through shared leadership across teams and the Advisory Council. This is a strength we have built over time. However, we feel unheard in broader online conversations that shape public perception of our Network of which we are the biggest stakeholders. This has contributed to the need to speak in our own voice now.
On Process, Justice and Responsibility
Our work is to be at the frontline of responding to cases of violence and discrimination, particularly against women. We are deeply aware of how difficult it is for survivors to come forward, and we do not dismiss or undermine any complaint.
At the same time, we believe in the importance of due process. Systems such as Internal Committees (ICC), Local Complaints Committees (LCC), and courts exist to ensure that complaints are examined carefully and fairly. We work within the parameters of legally established processes, however frustrating it may be. We accept the decisions of the justice process and if we are not satisfied with the outcomes, we appeal to higher authorities..
We believe that it is wrong for anyone to assume the role of police and court and conduct media trials and pass judgements. Conducting aKhap Panchayatstyle process is wrong, no matter the issue at hand.
For us, supporting survivors and respecting due process are not opposing values. Both are essential to justice.
We would like to invite an open and honest conversation on some difficult but important questions around justice, accountability, and human rights:
How do we, as human rights defenders, understand the principle of believing survivors alongside the equally important need for due process? What does justice look like in practice within your own organisations? If an allegation were to arise in your own spaces, how would you respond — how do you ensure that complainants are supported while also upholding the principle that the accused deserves a fair opportunity to be heard and to defend themselves? If 115 women in our network chose to continue with the network after the investigations, does our voice count? Does it countlessbecause we accepted the findings of legally laid down procedures? Is our voice not credible because we’ve never had a negative experience of working with Stalin? This question — “whose voices count, and when” — is real and unresolved.
These are not easy questions, and we do not claim to have all the answers. But we believe that engaging with them thoughtfully and collectively is essential if we are to remain committed to both justice and human rights in their fullest sense.
Strengthening Safeguards
Since 2018, we have taken steps to further strengthen our internal processes and culture:
-
Transparency with new members: All new staff and consultants are informed about the 2018 case, the processes followed, and the outcomes, so they can make informed choices about joining.
-
Regular training and awareness: The organization, including its affiliated partners, conducts regular sessions on workplace safety, harassment, and legal procedures under the POSH Act.
-
Feedback systems: Every person participating in trainings and meetings are always asked about their experience, including whether they felt safe and respected.
-
Exit processes: Staff who leave the organisation are invited to share feedback, including any concerns about workplace conduct.
Stalin has conducted dozens of training and field visits since he rejoined work in 2019 and not a single incident of wrongful behaviour has been reported against him.
The most important evidence of VV Network being a safe and respectful place is this – Since July 2019, 21 people joined the network as staff or consultants which include 17 women and additionally 93 women joined as CCs.
The VV Network has been built over two decades on trust, collective work, and a commitment to justice. We remain deeply committed to creating a safe, respectful and equitable space for women and all marginalised communities. We welcome you to read the detailed Safeguarding Policy on the network’s website.
What We Ask of You
If you are considering working with us, or are hesitating to do so, we request:
-
Please do not rely only on online information and fully consider all the points in this statement as well.
-
Read the safeguarding policies and Board statement, and understand the processes that were followed.
-
Speak directly with us if you have questions about safety and organisational culture.
-
When discussing this issue within your own organisations or networks, we ask that our perspective also be shared.
In Closing
We, the signatories of this letter, have fully accepted the findings of the two investigations and affirm that it conforms with our own experiences of Stalin K.
We sincerely hope that your decision to associate with VV Network is guided by informed understanding rather than fear, prejudice or misinformation.
We share this statement in good faith, and with the hope that it encourages dialogue based on facts, listening, and mutual respect.
